There are a variety of sensors used in hot tubs, temperatures sensors are the most common but rarely fail as they are simply a thermistor to measure the temperature in the tub. They can be tested using a multimetre on resistance.
Flow switches and pressure switches are the most common to fail and will often produce a false reading causing a flow error in the hot tub. These will tell the hot tub that there is water flowing across the heater and it is safe to turn the element on. If there is water flowing but the sensor is giving a false reading the heater will not turn on. A failed heater is often blamed yet it is usually the pressure switch.
Hi Limit sensors are common on older tubs and used to cut the heater out if the temperature exceeds a certain point. You wont know if its working unless you test it in hot water (above 50 degree Celsius) for continuity.
